 Zoox Clears Final Federal Hurdle to Launch Paid Robotaxi Service

## A First for the Autonomous Ride Industry


On July 29, 2026, the National Highway Traffic Safety Administration granted Amazon's Zoox unit the first U.S. approval for commercial deployment of purpose-built autonomous vehicles without traditional human controls . The two-year exemption allows Zoox to deploy up to 2,500 vehicles annually in each of the next two years .


NHTSA Administrator Jonathan Morrison stated, "We can say pretty clearly that the systems in place on the Zoox exceed the equivalent performance requirements of a compliant vehicle" . The agency determined the vehicles are as safe as those meeting federal motor vehicle safety standards .


## The Vehicle: Purpose-Built, No Steering Wheel


Zoox's electric, carriage-style vehicle is designed from the ground up for autonomous ride-hailing . It has two rows of inward-facing seats, sliding doors, and a top speed of 75 mph . The latest production-intent version features upgraded seats, a higher-resolution touchscreen, and improved visibility for riders . Production capacity is up to 100 vehicles per week at the Hayward, California facility .


## How the Approval Works


Zoox previously provided free rides in Las Vegas and San Francisco under a "demonstration exemption" . The new approval allows the company to charge fees, subject to state and local approvals . Under the exemption:


- **Enhanced oversight**: NHTSA can pull the exemption if safety issues arise .

- **Additional reporting**: Zoox must report crashes, inappropriate road stops, and other issues .

- **Operational constraints**: All remote operators must be in the U.S., and Zoox must publish service area maps .


The company cannot sell any of the vehicles to the public .


## Safety and the Path Forward


The approval comes as NHTSA increases scrutiny on autonomous vehicles. Earlier this month, Administrator Morrison issued a strongly worded letter to AV developers about a "clear pattern of driverless AVs interfering with law enforcement and other first responders" . Following that letter, Zoox recalled 105 vehicles to update software for detecting heavy smoke in emergencies .


Morrison said the agency expects to develop the first federal safety standards for automated driving systems by the end of the Trump administration .


## What's Next


Zoox's exemption is a milestone for the industry and a significant step beyond competitors. Tesla has started producing its Cybercab without human controls but has not outlined its path for regulatory approvals .


Zoox is partnering with Uber, with plans to bring its robotaxis to the Uber platform in Las Vegas and Los Angeles in 2026 . The company also plans to expand to Miami and Austin . The exemption allows Zoox to charge fares, which it will begin doing in Las Vegas next month .
